Gitlab connetion failure

The gitlab seems very unstable recently. The ssh option doesn’t work and I got error 429 when I try to fetch the code through https

fatal: unable to access ‘https://gitlab.nektar.info/nektar/nektar.git/’: The requested URL returned error: 429

We have been having some troubles with the gitlab being bombarded with fake requests so had to restrict some access. Hopefully we will get it under control soon
